Role of CCDS Manager

A CCDS Manager (Company Core Data Sheet Manager) is a specialized regulatory and labeling professional responsible for developing, managing, maintaining, and harmonizing the Company Core Data Sheet (CCDS). The CCDS is the master reference labeling document containing globally consistent safety, efficacy, and product information used as the basis for local labeling (SmPC, PI, IFU, etc.).

Key Responsibilities:

CCDS Development & Authoring

  • Drafts, updates, and maintains the CCDS in alignment with global regulatory requirements (FDA, EMA, WHO, ICH, etc.).
  • Ensures clarity, scientific accuracy, and compliance with international labeling standards.

Global Labeling Harmonization

  • Acts as the central owner of the core safety and efficacy messages.
  • Coordinates with regional regulatory teams to ensure local labels align with CCDS, while managing justified variances.

Signal Detection & Safety Integration

  • Works closely with pharmacovigilance and medical affairs to integrate emerging safety signals, clinical data, and PSUR/PBRER findings into CCDS updates.

Lifecycle Management

  • Oversees timely CCDS revisions following new approvals, clinical trial results, or safety updates.
  • Ensures consistency across product lifecycle – from clinical development through post-marketing.

Cross-Functional Collaboration

  • Liaises with clinical, regulatory, pharmacovigilance, medical affairs, and commercial teams to align CCDS with corporate strategy.
  • Provides guidance for local affiliates on implementing CCDS changes.

Compliance & Audit Readiness

  • Ensures CCDS management process is inspection/audit ready.
  • Documents rationale for deviations and maintains global variance registers.

Digital & AI-Enabled Labeling (increasingly emerging)

  • Leverages digital tools and AI systems for CCDS authoring, safety signal detection, and alignment checks across global labels.

The CCDS Manager is no longer just a documentation specialist but a strategic global labeling leader. Their role ensures regulatory compliance, patient safety, and business continuity, while also acting as a bridge between global corporate strategy and local market execution.
